August 10, 2012 -- City Council hopefuls will have an extra five days to pull papers and submit petitions if at least one incumbent fails to submit their nominating petitions by 5 p.m. Friday, which appears certain.

With one day left, neither Mayor Richard Bloom nor Council member Bobby Shiver has pulled papers, marking the first time in a quarter century that two incumbent's seats are up for grabs.

Bloom, who is running for State Assembly, has said he would not seek re-election, and Shriver told The Lookout last week that he was 99 percent sure he would not run.

Incumbent Gleam Davis qualified for the ballot Thursday, while incumbent Terry O'Day, who pulled papers on July 15, has not submitted his nominating petitions. O'Day has until 5 p.m. Friday.

Davis is one of seven candidates who has made the ballot after the LA County Registrar's office verified her petitions were signed by at least 100 registered Santa Monica voters.

Others who have made the ballot are former council member Tony Vazquez, former Lookout columnist Frank Gruber, Northeast Neighbors co-founder Robert Seldon, community activist Jerry Rubin, Terrance Later and Steve Duron.

A dozen other hopefuls have pulled papers, but only two -- Planning Commissioner Ted Winterer and John Cyrus Smith -- have submitted their petitions.

That leaves O'Day and 10 other candidates who have yet to submit their petitions.

With four seats open, a registered voter can only sign four petitions. The registrar will invalidate any signatures submitted after the first four.
