Council to Launch Process on Tuesday to Replace Morena

June 18, 2020 -- The City Council on Tuesday is expected to open the application process to replace outgoing Council member Greg Morena, paving the way for the fourth current member initially chosen by the Council.
The Council would have one month to replace Morena, who unexpectedly announced his resignation Wednesday ("Morena to Resign from City Council," June 17, 2020).
His replacement would serve until Morena's term expires in November 2022, City Clerk Denise Anderson-Warren told The Lookout.
"We are planning to add it to the agenda when we repost later this week," Anderson-Warren wrote in an email Thursday morning.
"The vacant seat would be up for a partial term that expires in 2022."
The Council has 30 days to choose a new council member, otherwise voters would choose a replacement in a special election, according to the Charter.
Morena would be the second Council member to resign in a little more than a year and a half.
Tony Vazquez, the City's first Latino Council member, resigned from the Council after being elected to the State Board of Equalization in November 2018. The Council accepted his resignation on January 8.
Two weeks later, Ana Jara was appointed to fill his seat, becoming the first Latina Councilmember ("Council Appoints Latina from Pico Neighborhood to Fill Vacant Seat," January 22, 2019).
Jara was the third current Council member initially appointed -- and not elected to a seat.
Mayor Pro Tem Gleam Davis was appointed to the Council after Herb Katz died in January 2009 two months after being elected to a fifth four-year term ("Davis Picked to Fill Katz’s Seat," February 25, 2009).
Terry O'Day was appointed the following year after Ken Genser died during his 22nd year on the Council ("O'Day Picked for Vacant Council Seat," February 24, 2010).
If the Council makes an appointment to fill Morena's vacancy, Council members who were initially appointed would make up the majority on the seven-member Council.
