Council Authorizes Contracts for Landscaping, Cybersecurity and Firefighting

April 26, 2019 -- The City of Santa Monica will beef up its cybersecurity, ensure that its newest fire station and firefighting tools are in top shape and pay for landscaping services at new public spaces, under contracts authorized by the City Council this week.

The items on the Consent Calendar the Council approved Tuesday included contracts to inspect and test the new Downtown Fire Station and purchase new fire tools and equipment.

The $400,000 modification to the City's contract with Koury Engineering and Testing, Inc., will pay for deputy inspection, material testing and geotechnical inspection for the Fire Station No. 1, which is expected to be completed early next year.

The new three-story fire station -- financed with $38 million in bonds -- more than doubles the size of the existing Downtown facility, which dates back the mid-1950s ("Santa Monica City Council Approves Bonds to Finance Construction of New Downtown Fire Station," May 10, 2018).

The California based company will inspect the building's "foundation, structural concrete, masonry, steel, welding, and other related elements" to ensure they conform to the California building code and meet City standards and specifications, staff said.

The modification will result in a three-year amended agreement with a new total amount not to exceed $662,364, staff said.

Two separate contracts the Council authorized with L.N. Curtis and with Municipal Emergency Services will pay for new fire hoses, fire tools and fire equipment.

The one-year $200,000 contract with L.N. Curtis includes four additional one year renewal options in the amount of $400,000 for a total not to exceed $600,000, staff said.

The contract with Municipal Emergency Services for the purchase of fire tools and fire equipment is not to exceed $45,000 for one year, with four additional one year renewal options in the amount of $180,000, staff said.

"The Santa Monica Fire Department responded to more than 17,000 calls last year, including responding to fire, health and other emergencies," staff wrote in its report.

"The volume and range of responses require the Fire Department to outfit it fire apparatus with hose, tools, and other equipment for emergency response."

Also on Tuesday, the Council authorized a $150,000 modification to a contract with Aurora Systems Consulting, Inc. to protect the Information Services Department's digital infrastructure and data bases.

The California-based company will expand the "robust cybersecurity program" it implemented, to configure and administer "the vulnerability (software) solution, perform vulnerability scans and track and report remediation efforts."

"As the City expands its digital footprint it also expands its risk to cyberattacks," staff wrote in its report to the Council.

Expanding the City’s cybersecurity program will further "protect the confidentiality, integrity, and availability of the systems the City relies on to conduct business and make decisions," staff said.

Also on consent, the Council authorized up to $1.085 million in additional payments to LandCare USA, which "provides routine landscape maintenance and special landscape-related projects for many City open spaces," staff said.

The Maryland-based company used the $12.1 million allocated over the past seven years on maintaining many of the City's open spaces, including Tongva Park, Woodlawn Cemetery, City Hall and the Airport, as well as public right-of-way medians.

The additional expenditures will be used to maintain several open spaces that have been added since the original agreement was approved in 2012 and which have added nearly $250,000 in annual expenses, staff said.

These projects include Ishihara Park, medians and parkways along the Expo Line, the downtown Santa Monica Expo Station and various traffic calming features, staff said.
