Governor Signs Santa Monica Lawmaker's Measure to Extend Clean Vehicle Decal Program

October 11, 2017 -- A law sponsored by Sana Monica Assemblymember Richard Bloom to extend California’s Clean Vehicle Decal program was signed into law by Gov. Jerry Brown on Tuesday.
The law -- AB 544 -- extends the program, which was set to end January 1, 2019, through 2025, which is the deadline to put more than one million Zero Emission Vehicles on the road under California’s zero emission vehicle sales mandate.
Under the new program, "clean vehicle" decals -- which allow single-occupant qualifying vehicles to use carpool or diamond lanes -- would be valid for three years and the number issued would be uncapped.
The law, Bloom said, “will bring long-term certainty to the decal program and help California meet its ambitious climate change goals.
“Reaching those goals depends on our ability to encourage consumers to make sustainable purchasing decisions," including the choice of vehicles, which Bloom called "the largest and most environmentally-impactful purchases they can make."
Some 300,000 zero emission vehicles (ZEVs) have been sold in California since 2008, making it the nation's largest ZEV market, according to Bloom's office.
"A variety of programs, including clean vehicle incentives, remain critical to reaching both the ZEV goal and broader statewide greenhouse gas reductions goals," Blooms office said.
The California New Car Dealers Association called the law "a good step."
“In order to continue striving toward California’s zero emission vehicle (ZEV) goals and create further consumer demand of electric vehicles, it’s critical that the state continue to provide incentives for California drivers,” said the Association's chairperson Chairperson Cheryl Bedford.
“We have a long way to go but providing these incentives to consumers to purchase electric vehicles," she said. "Including access to HOV lanes, is a good step in the right direction and will be an encouraging factor in the sales of electric vehicles.”
